In a recent article in the Lawyers Weekly, Stephen Moreau writes that recent amendments to the Canadian Human Rights Act, recent jurisprudence limiting the Canadian Human Rights Commission's and Tribunal's jurisdiction, coupled with budget cuts, have severely constrained the Commission and Tribunal.  A copy of the article can be found online here.
